Digital Policing in Pakistan — A Growing System

Pakistan has been developing digital complaint systems for the last decade, with significant acceleration after 2018. While in-person FIR filing at police stations remains the primary system, online complaint options now exist across all provinces and allow citizens to report crimes, submit complaints, and track case status without visiting a station. This guide covers every available online channel.

Punjab — Most Advanced Digital Police System

Punjab Police Mobile App

The Punjab Police official app (available on Android and iOS) provides:

  • Online complaint registration for non-emergency situations
  • FIR status tracking
  • Missing person reporting
  • Stolen vehicle reporting
  • Emergency SOS button
  • Police officer directory

PPIC3 (Police Integrated Command, Control & Communication Center)

Punjab's 8787 SMS service allows reporting crime by SMS. Send your complaint details to 8787 from any mobile network. PPIC3 operators follow up by phone. Useful for situations where you cannot speak (witnessing a crime, feeling threatened).

Online FIR Portal

Visit punjabpolice.gov.pk → 'Online Services' → 'Online FIR Registration'. Not all crime types can be registered online — serious crimes still require in-person FIR. Online FIR is accepted for: lost documents, minor theft, harassment reports, and online crimes.

Sindh

Sindh Police online complaint portal: sindhpolice.gov.pk/complaint. Also available: Umang Sindh app for government services including police complaints. Emergency: 15 (police), 115 (Edhi), 1020 (Citizens-Police Liaison Committee Karachi). For cybercrime in Sindh: contact FIA's cybercrime wing (see below) or Sindh Police's specialized cybercrime unit at 021-111-911-992.

KPK

KPK Police online portal: kppolice.gov.pk. The 'Khidmat App' (KPK government service app) includes police complaint features. Emergency: 1551 (KPK Police helpline). KPK has been modernizing rapidly — check the KPK Safe City app for updated services.

Islamabad (ICT Police)

Islamabad Capital Territory Police: Islamabad Police online complaint portal at islamabadpolice.gov.pk/complaints. Also: 051-9222334 (Islamabad Police public relations). For non-emergency complaints in Islamabad, the online system is generally responsive.

FIA Cybercrime Wing — National Level

For online fraud, phone theft with digital account breach, identity theft, social media harassment, and all internet-related crimes:

  • Helpline: 9911 (available 24/7)

  • Email: complaint@nr3c.gov.pk
  • The NR3C (National Response Centre for Cyber Crimes) is FIA's dedicated cybercrime unit

National Emergency Helpline 911

Pakistan is rolling out a unified 911 emergency number (modeled on the US system) as part of the Safe Cities initiative. As of 2026, 911 is operational in Islamabad and parts of Punjab. The goal is nationwide deployment. Until then, use 15 (police), 115 (Edhi ambulance), 1122 (rescue), and provincial-specific numbers.
